This guy has no heart at all, there is no need to ask for leniency or mercy. He just cannot sympathize with anything or anyone. He will always tell you, he is just doing his job because he needs to be fair to everybody.
While what he is doing sounds like right, people just do not like to interact with him because it is like talking to wood. There are people whom fall between the cracks where he can just show a bit of sympathy to help, but he will always choose not to do so.
An interesting character whom will be useful when you need to put things right, but if you are at the wrong side of things, do not expect yourself to get any form of waiver or leniency. Looks like there will be always be good and bad when people want to operate in a certain manner.
