I'd consider this an honest mistake.
Some coin mints design their circulating coins such that even a blind person can distinguish the denomination by touch. Most mints don't. You also probably have coins of other South American counties mingling among your coin circulation. In Canada I find the odd US coin here so the businesses tend to accept them at par value even as the FX is 1 CAD = 0.72 USD.
