The topic of taxes is one that usually makes everyone a little nervous because deep down, we feel like we're being scammed.
And in many cases, that's true. For example, in my country, Paraguay, tax rates are really low, ranging from 5% to 15%, depending on the type of tax, which makes us a sort of tax haven for many people living in high-tax countries.
But as the famous saying goes:
Not everything that glitters is gold
Let me tell you the reality from the perspective of someone who lives it day by day, and believe me, it's not pretty.
Let’s start by pointing out the functions or roles of the State, that is, the justification for why it exists... From a young age, we were taught that the functions of the State are:
- Security,
- Education, and
- Public Health
Most taxes should be reflected in these three fundamental and necessary pillars for the harmonious development of any community. While we know there are other equally important issues, such as infrastructure projects, social security, technological advancements, etc., the three mentioned above are the fundamentals.
Well, regarding Security, despite having an Army and the National Police, whose salaries are quite high, we find ourselves in a sort of Wild West, where despite the existence of authority figures, they really cannot contain the malicious elements that use force and violence against the rest of the citizens... And what's even more serious is that many of the criminal gangs operating are made up of active members of the security forces!
The next point is no less concerning: public education is on a clear path to functional illiteracy. We are in the second-to-last place in the PISA tests every year, and I think we are not last because of the existence of countries like Haiti, which are in the midst of civil wars. To give an example that illustrates the reality, there is the case of a Senator of the Nation, who was President of the Jury for the Prosecution of Magistrates, whose university degree is presumably fake (more like evidently fake, but he receives support from the ruling political force) and has not been removed from his position! On the contrary, he has just been appointed to join the Commission responsible for negotiating the revision of the Itaipú Treaty.
Regarding Public Health, this cannot be defined as anything other than a shameful and catastrophic situation: the country does not have the capacity to have intensive care units in departmental capitals, and hospitals with intensive care units are inaugurated only for the photo op, which are then dismantled and closed. This year, at least two children died due to the lack of these services in places where "theoretically" the services they needed existed.
So, friends, you will understand why having low taxes is not really positive, because most countries with high taxes do not go through calamities like the ones I mentioned in broad strokes. But I am aware that the solution will not be to have a high tax rate either.
If corruption were not so gross and endemic, the 10% tax we pay in my country would be enough for the State to fulfill its fundamental duties. Because it does not depend on how much is paid in taxes, but on how they are used.

El tema de los impuestos es uno de los que normalmente a todas las personas nos pone un poco nerviosas, porque sentimos en el fondo que nos están timando.
Y en muchos casos es así, por ejemplo en mi país, Paraguay, las tasas impositivas son realmente bajas, entre el 5 y el 15% , según el tipo de impuestos, lo que nos convierte en una especie de Paraíso Fiscal para muchas personas que viven en países con impuestos altos.

les contaré la realidad desde la perspectiva de quién la vive en el día a día , y créanme no es nada bonita.
Empecemos por puntualizar cuáles son las funciones o roles del Estado, es decir, la justificación del por qué existen... Desde pequeños nos enseñaron que las funciones del Estado son:
- Seguridad,
- Educación, y
- Salud Pública
La mayoría de los impuestos deberían verse reflejados en esos 3 pilares fundamentales y necesarios para el desarrollo armónico de cualquier comunidad. Si bien sabemos que hay otros temas igual de importantes, como obras de infraestructura, seguridad social, avances tecnológicos, etc, los 3 citados anteriormente son los fundamentales.
Pues bien, en cuánto a Seguridad, a pesar de contar con un Ejército y la Policía Nacional, cuyas retribuciones son bastante altas, nos encontramos en una especie de lejano oeste, dónde a pesar de existir la figura de la autoridad, ésta realmente no puede contener a los elementos maliciosos que utilizan la fuerza y la violencia en contra del resto de los ciudadanos... Y lo que es aún más grave, es que muchas de las bandas criminales que operan están conformadas por miembros de las fuerzas de seguridad en actividad!
El siguiente punto no es menos preocupantes, la educación pública está en un franco camino al analfabetismo funcional. Estamos en el penúltimo lugar de las pruebas PISA cada año, y creo que no somos los últimos por la existencia de países como Haití que se encuentran en plenas guerras civiles. Por dar un ejemplo que ilustre la realidad está el caso de un Senador de la Nación, que fue Presidente del Jurado de Enjuiciamiento de Magistrados, cuyo título universitario es falso presumiblemente (más bien es evidentemente falso, pero recibe apoyo de la fuerza política gobernante) y no ha sido destituido de su cargo! Al contrario, acaba de ser nombrado para integrar la Comisión encargada de negociar la revisión del Tratado de Itaipú.
En cuánto a la Salud Pública, esto no puede definirse más que como una situación vergonzosa y catastrófica: el país no tiene la capacidad de tener unidades de terapia intensiva en las capitales departamentales, e incluso se inauguran hospitales con unidades de terapia intensiva solamente para la foto, las que luego son desmontadas y cerradas. Este año fallecieron al menos 2 niños por falta de estos servicios en lugares en dónde "teóricamente" existían los servicios que necesitaban.
Entonces, comprenderán amigos, el por qué tener bajos impuestos no es algo realmente positivo, porque la mayoría de los países con impuestos altos no pasan por calamidades como las que mencioné a grandes rasgos, pero soy consciente de que tampoco la solución será tener una alta tasa de impuestos.
Si la corrupción no fuera tan grosera y endémica, el 10% de impuestos que pagamos en mi país sería suficiente para que el Estado cumpliera con sus deberes fundamentales. Porque no depende de cuánto se pague de impuestos, si no de cómo se utilizan.
