I think that if most of the high-ranking Hive Witnesses also run #HiveEngine Witness nodes, then the Hive Engine network would likely be more stable. π§ββοΈπ

I imagine that it would be very similar to Blurt and Steem, neither of which presently has a layer-2 framework, although that is in the works now for Blurt, thankfully. πππβ¨π€
