Shot from the upper deck of a river cruise ship sailing into Cologne on the River Rhine, I spotted the Polizei-Hubschrauber, hovering overhead.
I guess it is transportation for the bad guys.

Indeed, it qualifies as transportation! It's in the act of taking someone somewhere :)
You were being transported when you spotted luxury tranportation for the bad guys or a way of spotting them from above. 😀
I did a couple of river cruises on the Rhine, didn't see a copper chopper though!
