About Tactics Summoners
Tactics Summoners are a new type of summoner (on the rebellion set) that allows players to choose additional buff or debuff after selecting the summoner, but before the match starts. This makes the tactics summoners are more flexible to give the buff or debuff based on the opponent's lane up, because you are given 45s after both team submit the team, to set the buff while given the screen of both team lane up.
Here is the example of tactic summoners. The buff at the top is the permanent which will affect all team monsters, while the buff at the bottom is a pair you can chose after you submit the team.
Why It's Important to Wait for Opponent Lane Up ?
Well, if you are used to the normal summoner with normal buff or debuff effect, you won't know about the tactic summoner potential. I know it might waste some times for waiting the opponent lane up, but it's totally worth it ! You can simply pick the buff effect even before the enemy submit their team, to save up some time, but it won't be so effective because you don't really know the enemy strategy. Meanwhile, waiting for all lane up revealed to shown up mean you can exactly see the opponent initial strategy (could have little change if enemy use tactics summoners as well), and predict how the match will goes, then pick the buff and put to the monsters you think can affect the game at most !
As example, if you see fast speed sneaker at opponent team that might eliminate your backline in a turn, it would be waste to give a life leech effect on your backline monsters, knowing it will getting eliminated even before landing any damage and took advantage of the buff. This few seconds of waiting might decide your win or lose at the match, that's why it's very important to wait for opponent lane up before picking the buff or debuff from tactic summoners.
Perfect Battle Example

Here is the ruleset and the formation of both team ! We got only 16 mana cap which is very tight, not many monsters can be summoned on this battle. Then there is the close range which allow the range monsters to attack from the front, and no neutral ruleset which cause neutral monsters are unable to be used.
At my enemy side, he got the Akane as summoners, with the powerfull Ambush buff and the night reaper with it's last stand ability. He try to get the night reaper get the last stand since begining by put only 1 monster on the field. It's actually really scarry to face this monster with the last stand activated, because he become very fast, strong, and dangerous with high damage !
On my side, I got Skyspire leopard that have the void armor and supported by Nimbledook Explorer to give more armor (he also can attack with armored strike if he still got armor and going up into tanker).
Normally, I will use the Armored Strike and Piercing buff because it can deal massive damage for the enemy, but if we take a look at the enemy lane up, it won't work because he got high speed monsters and wouldn't easily eliminated with health addition from last stand (the armored strike works as physical so can easily dodged with high speed as well). He also got high damage which can easily eliminate my enemy, so I took the repair armor instead, because this would mean my enemy can never eliminate my tanker that having the void armor. He will only hit the void armor and it will get repaired on every turn !
How the Battle Goes
The ambush and first round is very important because my enemy can doing 2 consecutive attack, but it still can't eliminate my monster because I got enough armor with the help of the protect buff. Even if the armor is less, my tanker would still survive with 1 health point. Once I survive this round, it's only about my monster trying to hit the enemy because my monster will untouchable with the void armor ever repaired !
My monster find it hard to hit this high speed monster, and manage to land first damage on 3rd round.
Then I have to wait until 8th round before my monster able to land another damage. Lucky that I got the ever repaired void armor, if not then my monster should be eliminated earlier !
Finally I win at the 9th round !
Conclussion
When using a tactic summoners, it's very important to wait until the enemy lane up is shown. This is because the buff effect might not working well on any condition, there are several conditions that might giving the other buff more powerfull effect on the match, and it will be based on the opponent strategy.
