With this column, I'd like to share some news about the world and then discuss it with you. Below are the stories that have struck me the most, looking at the events of the last few days. Let's start with the news that Mistan identified as the most interesting of the last few days.
Conflicts - Global Escalation There have been years that today we might define as years of apparent peace, but in 2025, armed conflicts are escalating worldwide. Currently, we have some very significant and impactful ongoing conflicts: the war between Russia and Ukraine, the conflict in Sudan and Myanmar, the various conflicts between Israel and Hamas, Syria, and Iran, the conflicts in the African Sahel, and the very recent spat between Thailand and Cambodia. World Politics - US-European Union Agreement On July 28, a major trade agreement was signed between the European Union and the United States. From what I understand, it is a provisional agreement, so it could be subject to change even in the short term. The agreement was signed between Ursula von der Leyen and Donald Trump. Some European leaders have criticized this agreement as being too biased in favor of the United States. Donald Trump called the US-EU tariff agreement "the most important ever." Technology - The European Union is investing in artificial intelligence. This year, we have an almost undisputed technological protagonist: artificial intelligence. Developed countries are pushing hard on artificial intelligence (AI). AI is now seen as a strategic technology in many sectors; failure to adopt it means falling behind competitors. The leaders in this sector are the USA and China, but the European Union is also stepping up, announcing the InvestAI plan for 2025, a €200 billion plan to compete with the two leaders mentioned above. Medicine - A Revolution in Italy's Access to Medical School There has been much discussion about the access system to medical school in Italy. Until now, there were several barriers that severely limited entry. The entrance exam has now been abolished and replaced by a special semester. Passing this semester allows admission to the second semester. Currently, there appear to be 54,000 students enrolled in the first semester, and only half of these will be able to attend the second semester. Renewable Energy - 40% CER Bonus The 40% CER Bonus is ready in Italy, a bonus that covers up to 40% of the construction costs of electrical systems that use renewable energy. This bonus is an incentive provided by the National Recovery and Resilience Plan (PNRR) and supports the construction of plants within Renewable Energy Communities (CER). Conclusions:
Several armed conflicts have broken out in recent years, already causing some destabilization. However, in addition to the growing number of victims, there has also been a significant increase in displaced persons, and these will be increasingly difficult to manage. Currently, I don't see things improving anytime soon. The globalized world is becoming polarized. I believe that in a bipolar or tripolar world, conflicts will always exist.
The US-EU agreement is a rather complicated and intricate one; I think it's difficult to have a clear view of who has benefited, the US or the EU. Personally, I think the EU isn't in great economic shape, so perhaps an agreement, even one that's unfavorable (assuming it is unfavorable) for the EU, might be better than a trade war against the US.
Regarding technology, we note that all developed countries have now understood that investing in artificial intelligence is crucial.
I believe Italy is right to change its entry system to medical school, but I'm not sure whether this is the right approach. I reiterate that, in my opinion, a change-oriented approach along these lines was needed.
The 40% CER bonus incentivizes renewable sources and energy communities. I think it's an interesting move, especially since we're starting to hear about energy communities.

Politica mondiale - Accordo USA con Unione Europea Esattamente il 28 luglio, è stato firmato un grande accordo commerciale tra Unione Europea e USA. Da quel che ho capito io è un accordo provvisorio, quindi potrebbe essere soggetto a modifiche anche nel breve. L’accordo è stato firmato tra Ursula von der Leyen e Donald Trump. Alcuni leader europei hanno criticato questo accordo come troppo sbilanciato a favore degli Stati Uniti. Donald Trump ha definito l'accordo sui dazi tra Stati Uniti e Unione Europea come “il più importante di sempre”. Il commissario europeo al Commercio ha dichiarato che questo accordo è certamente migliore di una guerra commerciale con gli Stati Uniti. Tecnologia - L’Unione Europea investe nell’intelligenza artificiale. Quest’anno a livello tecnologico abbiamo un protagonista quasi assoluto, l’intelligenza artificiale. I Paesi sviluppati stanno spingendo fortemente sull’intelligenza artificiale (IA). L’IA viene oggi vista come una tecnologia strategica in tantissimi settori, la mancata adozione significa perdere il passo nei confronti dei competitor. I leader in questo settore sono USA e Cina, ma si sta facendo avanti anche l’Unione Europea che ha annunciato nel 2025 il piano InvestAI, un piano da 200 miliardi di euro per competere con i due leader citati sopra. Medicina - rivoluzione in Italia all’accesso alla facoltà di Medicina Si è discusso a lungo sul sistema di accesso alla facoltà di medicina in Italia. Fino ad oggi c’erano diverse barriere che ne limitavano fortemente l’ingresso. Ora è stato abolito il test d'ingresso, sostituito da un semestre particolare, una volta superato questo semestre si potrà accedere al secondo semestre. Energie rinnovabili - Bonus CER 40% In italia è pronto il Bonus CER 40%, ovvero un bonus che copre fino al 40% dei costi di costruzione degli impianti elettrici che sfruttano le energie rinnovabili. Conclusioni: Negli ultimi anni sono scoppiati diversi conflitti armati che hanno già causato una certa destabilizzazione, ma, oltre al numero crescente di vittime, c’è un aumento significativo anche degli sfollati e questi verranno gestiti sempre con più difficoltà. Attualmente non vedo che le cose possano migliorare nel breve. Il mondo globalizzato si sta polarizzando. Io credo che in un mondo bipolare o tripolare, i conflitti esisteranno sempre. L'accordo USA e Unione Europea è un accordo piuttosto complicato ed intricato, credo che sia difficile avere una visione chiara su chi abbia tratto vantaggio tra USA e UE. Per quanto mi riguarda, penso che l’ UE non sia in ottime condizioni economiche, quindi forse un accordo anche poco favorevole (ammesso che lo sia) per l’Unione Europea potrebbe essere meglio che una guerra commerciale contro gli USA. Per quanto riguarda la tecnologia, notiamo che ormai tutti i paesi sviluppati hanno capito che investire nell’intelligenza artificiale è importantissimo. Credo che l’Italia faccia bene a cambiare il sistema di ingresso alla facoltà di medicina, non saprei però giudicare se questo possa essere il metodo giusto. Ribadisco che, secondo me, un approccio verso il cambiamento in tal senso doveva essere fatto. Il bonus CER 40% è un bonus che incentiva le fonti rinnovabili e le comunità energetiche, secondo me è una cosa interessante soprattutto perché si inizia a parlare di comunità energetiche.
