I find the firefighters' apparent calm and lack of coordination quite surprising.

Thinking about it, perhaps they've become so accustomed to responding to car fires that, since previous incidents haven't resulted in explosions while they were nearby, they've relaxed their vigilance and (almost subconsciously) feel that a burning car just a few feet away will never explode in their faces.
