It might be I'll visit the city in 2026 or 2027 - for the first time. I know some lovely people from Azerbaijan and I'll distrurb them to meet again and feel Baku from inside.

Azerbaijan never was too travel-friendly because of strict visas for many countries and corruption that travelers could (can) feel too, not to mention high prices at least in Baku. That's what I heard.
