Among animals that can talk like people and you would be surprised if no one's has told you Parrots are not the animals that can talk like us, but they're actually one of the best to do it. Some Songbirds, like Mynas and Crows can sound like we do.
But how much words can a parrot learn and how far can they go in talking like us? Look at this video below of a parrot saying "give me a kiss and I love you" obviously the owner says this a lot. To be precise that's a parakeet parrot.

There isn’t a well known max of words Some birds will learn tons of words. Like an African grey parrot for example, they’re known for being able to learn up to 200, sometimes more words. But the actual number isn’t what matters, they’re also able to learn when it’s appropriate to use the word goodbye when someone leaves. That is totally different than just repeating what you hear.
Other bird species will only learn about 10 words in their lifetime. Budgies may surprise you because they are small and will try.

I think it comes down to the bird more than anything. Some birds really don’t want to talk, even if they are from a talkative breed. They prefer to whistle, scream or to ignore you completely. I assumed talking was all about training, because I went to the zoo and one said some words and zookeeper said its been trained to say it. Then I found out that a lot of times birds learn things by accident, cursing words especially and I guess it's the emotions we attach to curse words that makes them pick that up quicker.
They hear the word once and it’s stuck with them. Don't think they actually understand language the same way that we do, for the most part they’re mimicking. Some have suggested that some birds could demonstrate comprehension, but that’s a grey area to me.
