Consider the fact that they expect one million people downtown tomorrow and the average train passengers to downtown on average day is under ten thousand and trains are packed. Buses might add another 10K and also at capacity so you have 10 to five times maximum daily capacity that will go to downtown and back...
Sounds like a party to me! I'm spoiled by NYC public transit. It moves millions daily!
