I wouldn't say it is completely recovered, but it has improved. Still if you walk downtown Seattle you will notice that almost all of the retail is gone. Only the largest retailers like Nordstrom have remained opened.

But this is not limited to just Seattle, when we were in San Diego with my wife last summer I noticed that same thing, they pretty much have no retail downtown anymore, just restaurants!
