I think that way there is a chance to let the majority vote for a witness/DHF instead of the minority with big staked numbers deciding where it has to go. A much more decentralized way.

Unfortunately governance is at the moment quite centralized on hive with a few whales that not only have huge stakes but that in addition are advantaged by having 30 votes for witnesses and unlimited votes for proposals...
