I notice long time ago bad people often don't follow the law so why should we the people who want to do the right thing follow the law it doesn't make sense so might as well push everything and go through it.
Even the thief here we beat them up then send to the police station the police won't question us due to the theft that has been made and the police don't want to anger the residents here as well.
