First thing I think is letting the chain police it self, with an automated Krampus ratio type deal that gets applied to payouts automatically so if someone is leaching hard their rewards are reduced automatically no need for downvotes or this extra drama and bad culture we get with our current system that besides doing all that is also not effective at preventing abuse, then all that effort can go into curation as that is been lacking and this way people that are putting in effort and trying to do things for the chain can get rewarded, I tried all sort of stuff in the past and never got anything for it and that is no good, that type of behavior should be incentivized !PIMP
I don't disagree with any of that. I think to pull it off that would require another hard fork, right? If so, I could be wrong but that might be something to mention to @blocktrades to look into.
