Goodness! That's definitely a bit more "lakeside" than I would be comfortable with! I know land does shift over time, so perhaps it has moved in critical spots since the neighborhood was originally built. Still... that looks like there might be a clogged drain at some cirtical point. We had something like this in our neighborhood in Texas and it turned out to be moles that had pushed dirt into a major drainage pipe over time, leaving it with only about 20% of its intended draining capacity.
