For people to take care of public places, it can only be possible when theirs a law governing such places

Got it, so it's a cultural thing, that if there weren't a law prohibiting them from damaging or littering public spaces, people would neglect them. Meaning that they need someone watching over them to take care of something that isn't theirs.
