High-ranking darkies hide in the shadows, using many layers of puppets and puppet masters as proxies. They do announce their intentions and plans in plain sight, however, but very few people recognize it for what it is. 😁🙏💚✨🤙😁🙏💚✨🤙

That also sounds like the plot for some role-playing games that I know, where defeating the "final boss" reveals an even more powerful boss-type enemy. 🎮 There usually is poetic justice on those games. 🤓
