Yeah, I agree with you, but then some children are being neglected and abused by their parents or guardians. Who do you think would help such children? Not all children are enjoying the privilege of living with their parents; often, some prefer to live with an outsider instead of their birth parent.

I know in our nation, such things aren't really effective.
